The meeting approved the blueprint which will go for full planning approval in October this year.
The main points were :-
- Northstowe will be the biggest new town since Milton Keynes
- The first phase will probably commence early in 2013, and will have 1,500 homes when complete. The second phase will also have around 1,500 homes.
- This construction will be on the land currently occupied by the golf course.
- The upgrade of the A14 might pose a problem as it is not due to start until 2018, which may hamper developments beyond phase 2.
There is considerable pressure locally for a bypass for Willingham, partly due to the initial volume of construction traffic. Also as it is felt the B1050 is already very busy, especially at peak times. Extra pressure will come when phases 1 and 2 are completed. The bypass was envisaged as a continuation of the Longstanton bypass and, if built would run, roughly north south between on the land between Willingham and Over. One speaker from the public, suggested that the by pass continue all the way up to Earith because of the poor quality of the current road.
Councillors expressed fears that unless a sense of community was developed and unless there were exemplary facilities, the development would merely become a dormitory town. The councillors requested that they be given much more detailed information prior to the crucial meeting in October, particularly concerning the development of the town centre, the building of a secondary school, employment opportunities and road links. A debate ensued about the environmental standards that the housing would be built to, as these are due to be revised in the next few months.
Several councillors, including Shona Johnstone, felt that the provision of fibre optic broadband to every home was essential to the success of phase 1.
Similar comments about the early inclusion of medical facilities, like Dentists and Doctors, as there were currently already waiting lists.
Concern was expressed by some Longstanton residents that their current homes were too near to the proposed new development and that this should be rectified by October.
